Does anyone know the full extent of work being done on the coast, is any of it west (north) of SLO?

The only project I found one rail project related to North (RR "west of SLO"winking smiley Coast work buried deep in the list of the SLO Council of Governments 2022 projects.

SLO Project lists

This iswas for Central Coast service layover facilities (I assume this may involve expanding train layover storage at SLO for such proposed future "west bound" services).

Improvevements in SB County are mostly funded for LOSSAN improvements,

I haven't done a similar search of Monterey Counties poject lists. So there may be other things, but the last time I did that (well over a year or so ago), there was a prohect identified at Salinas (also for layover improvements IIRC?) but for Capitol extensions.
