UP and LA County

Do the UP RR police have authority to jail folks they catch violating the law on the RR right of way, and hold them for a period of time? Would this force the LA DA to take more action on the matter, or better yet since it is interstate commerce can the FBI get involved?

Special agents in California partner with the Sheriff's department, depending on the level of the crime, the city and or the feds become a partner.
